DWR: New Regulations For Hunting Guides And Outfitters Go Into Effect July 1

A new law passed during the 2025 legislative session regarding hunting guides and outfitters in the state of Utah goes into effect July 1st. According to the Division of Wildlife Resources, the new law moves enforcement authority from the Utah Division of Professional Licensing to the DWR and DNR Law Enforcement; creates an updated application process for hunting outfitters, guides and spotters; requires certificate of registration applications and the associated fee; creates field requirements for hunting outfitters, guides and spotters; requires individual hunting guides and spotters to be assigned to a specific outfitter; clarifies prohibited activities and provides suspension protocols if violations occur; and clarifies that federal permits relevant to outfitters and guides will be obtained by the individual.
