Duchesne County Man In Custody For Threatening To Kill AP&P Agent And Wife

A Duchesne County man is facing charges after threatening to kill an Adult Probation and Parole agent and the agent’s wife. According to the Affidavit of Probable Cause, 46-year-old William Troy Richins went to a home that he knew was the home of an AP&P agent and upon seeing the agent’s wife he abruptly stopped the vehicle and started screaming at the agent’s wife and then proceeded to follow her up to the home. The probable cause statement shares that “on the porch, [Richins] was told to leave multiple times. He refused to leave and threatened the agent and his wife with a baseball bat…Throughout the incident he had swung the bat at them…During the incident [Richins] had told the agent and his wife that he was going to kill them.” The agent sprayed Richins with pepper spray multiple times and eventually he left. Richins was taken into custody about 5 miles away from the agent’s home. The probable cause statement noted that over a few years, Richins has accused the agent of multiple things such as having drones follow Richins around and posting pictures of him on the internet. Richins is being held on no bail in the Duchesne County Jail.
