A repeat DUI offender was arrested during a traffic stop last month in Duchesne City. According to the Affidavit of Probable Cause, the Officer found that the driver, Paul Alstrom, was operating a motor vehicle on a suspended driver's license and required an ignition interlock device, which was not present. The Officer asked Alstrom to turn off and step out of the vehicle. As Alstrom opened his driver's door, the Officer observed an open can of an alcoholic beverage tucked directly behind the driver's seat. The Officer detected an odor of an alcoholic beverage coming from his person. He advised Alstrom that he was going to run him through a series of Field Sobriety Tests. When that was complete it was determined that Alstrom was under the influence of alcohol and or drugs. More open containers of alcohol were found in the vehicle, including one that was cold to the touch. 55-year-old Paul Lionel Alstrom was arrested and has been charged with 3rd Degree Felony Driving Under the Influence with 2 or more prior DUIs in the last 10 years, as well as Misdemeanor charges.
