Proposition 1 is expected to be included on the 2017 election ballot in Uintah County. According to Uintah County Commissioner Duane Shepherd, Naples City and Ballard have both formally submitted their request to the county that Prop 1 be included. Vernal City Council approved their own resolution to request it back in May. If passed, Prop 1 would allow an optional sales tax of a quarter of a cent to be used for transportation purposes in both the city and county as well as for public transit in the area. In 2015, Prop 1 failed marginally in Uintah County but passed in Duchesne County. In 2016, the legislature made adjustments to how the funds can be split up among the county, cities and transit authorities. It was updated to allow less money be given directly to the transit districts and gave it back to the county and cities to decide where those funds are needed. Commissioner Shepherd explained that the Commission does not take a stance one way or the other on Proposition 1 but will provide information to the public by dispersing facts and figures and eventually hosting informational meetings.
