Vernal City Council Public Hearing on Home Occupations and Business Licensing

The Vernal City Council held a public hearing
on Wednesday night
dealing with changes the state legislature has made to how home occupation business licensing is handled in governing agencies. The amended state law does not allow cities and counties to require a business license of home occupation businesses that either only operate occasionally, are operated by an individual under 18 years-old, or do not have an off-site impact. “Staff reviewed the new law and drafted changes to the city code to comply with the new law,” shares Vernal City Manager Quinn Bennion. “The most substantial change is the distinction between minor and major home occupations. Minor home occupation businesses will no longer be required to obtain a business license.” A new fee schedule for business licenses will be proposed and discussed in November as the last change to the fee schedule was 19 years ago in 1998.
