Report of an alleged vehicle theft in Duchesne County ended in arrest and multiple new charges for a woman recently released from jail. According to the Affidavit of Probable Cause, officers responded to the report that a vehicle theft had occurred and the owner asked them to please hurry as his dog was in the car. Officers gathered information and several hours later, an alert for a license plate reader hit as a stolen vehicle in Roosevelt heading westbound. The vehicle was located pulling off 200 North into the parking lot of Davis Food & Drug. A traffic stop was initiated and the occupants were detained. Annel Garcia was identified. “After the owner came and got his dog out of the vehicle, the vehicle was searched and an approximately 4 inch long black knife was located on the passenger floorboard of the vehicle with Annel’s purse. No other items of interest were found in the vehicle. Annel was then transported to the Roosevelt Police Department. Annel’s blood pressure was checked and a more thorough search of her person was performed, at which point a small piece of plastic containing suspected amphetamines was located in the pocket of her pants. Annel was then transported to the Uintah Basin Medical Center for a Medical Clearance, and later the Duchesne County Jail where she was booked.” A criminal history check showed that Annel is on felony probation with AP&P, making her a Category I restricted person. Annel was booked on Theft of a Vehicle, Possession of a Dangerous Weapon by a Category I Restricted Person, Possession of a Controlled Substance, Possession of Paraphernalia, Theft – Value Under $500 for the dog, Driving on Denied, and Littering.
