Roosevelt Man With Over 8000 Items Of Child Porn Found On His Phone Sentenced

The Roosevelt man arrested in the fall after a search of his phone revealed over 8000 items of child pornography has been sentenced. According to the Affidavit of Probable Cause, in February of 2024, the National Center for Missing and Exploited Children received a tip of a user uploading files containing child pornography. The tip identified content stored by Brandon Dowell in Google Photos. The investigation was forwarded to the Utah Attorney General’s Office and then assigned to the Roosevelt Police Department before finally being assigned to the Duchesne County Sheriff’s Office. Surveillance was performed at the suspect’s home in July 2025 to confirm that he still resided there and it was found that he did. On October 23rd, a search warrant was served on the Roosevelt residence and 27-year-old Brandon Francis Dowell was taken into custody. In addition to the over 8000 Child Sexual Abuse Material items recovered from his phone, multiple child sex dolls were located at his residence. Brandon Dowell was charged with twenty-seven 2nd Degree Felonies for Sexual Exploitation of a Minor and five 3rd Degree Felonies for Distributing or Purchasing a Child Sex Doll. In January, Dowell pleaded guilty to 3 of the counts of Sexual Exploitation of a Minor and 1 count of Purchasing a Child Sex Doll. The remaining charges were dismissed due to the plea deal he was offered. Brandon Francis Dowell was sentenced on Monday to one to 15 years in prison for each of the Sexual Exploitation of a Minor convictions and up to 5 years in prison for the child sex doll conviction but all prison time was suspended. Instead, Dowell will serve 90 days in the Duchesne County Jail followed by 48 months on probation.
