Retail Theft Call Ends In List Of Felony Charges

A report of retail theft at Vernal’s Walmart led to a list of felony charges for the accused. According to the Affidavit of Probable Cause, officers responded to a report of shoplifting and made contact with Blaine Harrison Duggins, who was pushing a cart containing various items after exiting the store. While he initially claimed that he had purchased the items, he later, in a post Miranda interview, admitted that not only were the items in the cart stolen but that there were additional stolen items in his vehicle. All the items were collected and returned to the business. He told officers that he and a female friend had entered into an agreement that they would go into Walmart that day to commit retail thefts in order to sell the items to make money. The value of the stolen items exceeded $800. Duggins was taken into custody and during a search at the jail, a bag containing a crystal substance was found in the pocket of his pants. He denied knowing what it was. Blaine Harrison Duggins is charged with 3rd Degree Felony Retail Theft and Possession of Controlled Substance within a Correctional Facility, as well as a Misdemeanor drug paraphernalia charge.
