Repeat DUI Offender Arrested

An officer was approached in Duchesne County on Thursday by a citizen concerned by the behavior of a woman sitting in her vehicle in front of a nearby store. The woman was described as very fidgety. The officer approached the vehicle and knocked on the window and asked if she was alright. The woman responded that there was something wrong with her skin and held out her arms and hands for the officer to see. They appeared to be normal and the officer asked if she had taken anything or had anything to drink which she said she had not. When asked, the woman refused to give her name. Due to the fidgeting and scratching of her skin, the officer decided to perform field sobriety testing. In addition to the tests, the officers asked her to estimate the passage of 30 seconds in her head, which she reached in 14 seconds and during which she felt she was counting slow. This indicated a severely sped up internal clock. The officer concluded that she was exhibiting signs of being under the influence of a stimulant and concluded that she was unsafe to drive. She was placed under arrest but repeatedly refused to give her name. The vehicle was impounded and an ID card was located, identifying her as 45-year-old Delphine Warren. While at the Duchesne County Jail, a baggie of Methamphetamine was located inside her property. Warren was booked on charges of DUI with 2 or more priors, Failure to Disclose Identity, Driving on Suspended or Revoked License, Possession of a Controlled Substance, and Possession of Drug Paraphernalia.
