A DUI arrest was made in Uintah County on Thursday with a 12 year old child as a
passenger in the vehicle. According to the Affidavit of Probable Cause, a Dodge Charger
was noticed driving without tailights and traveling unusually slow on Highway 40 at
about 10:30pm last Thursday. The officer observed the vehicle leave its travel lane and
weave on the roadway and initiated a traffic stop. It took an unusually long time for the
vehicle to pull over. The driver was identified as 31-year-old Leobardo Rios Castillo and
there was a 12-year-old passenger in the vehicle as well. Castillo said he did not have a
driver’s license but provided a Texas identification card instead. Castillo denied
consuming alcohol when asked but his speech was slurred. Following field sobriety
testing, Castillo was determined unsafe to drive and was placed under arrest for DUI.
