A Duchesne County Jail inmate is facing a new Felony charge for actions repeatedly taken in the jail that constitutes Lewdness. According to the Affidavit of Probable Cause, 42-year-old Michael Paul Nelder has been recorded on at least 4 occasions pleasuring himself knowingly in front of male and female deputies and not listening when commanded to stop. The Lewdness charge was listed as a felony because Nelder has repeated this behavior “continually under circumstances which he knows will likely cause affront or alarm to the Deputies or other inmates who are in that location of the jail.” Nelder is a convicted sex offender having been convicted of over 10 counts of sexual crimes. His new charge is listed as 3rd Degree Felony Lewdness By A Sex Offender.
