A Duchesne County man arrested and being held for alleged abuse to a child with a disability is now facing an additional felony charge of Tampering With A Witness. 55-year-old Roy Dennis Tibbets, who was on Adult Probation and Parole, was investigated after it was reported that a child had not been able to attend school for multiple days due to visible bruising caused by a belt. Physical abuse allegedly occurred at least two times per week against the victim who is diagnosed with Autism. Roy Tibbets was arrested on February 5th at his Roosevelt residence. The Affidavit of Probable Cause states that Tibbets threatened the victim that if he got sent to jail, the victim better be scared for when he gets out. He was charged with 3rd Degree Felony Abuse of a Child with a Disability and 3rd Degree Felony Tampering with a Witness. An additional charge of 3rd Degree Tampering with a Witness has been added after it was allegedly found that Tibbets had been making phone calls using other inmates’ phone numbers to manipulate a witness into lying and getting charges dropped. A total of 42 calls, not all answered, were noted in the Probable Cause Statement for the new charge of Tampering with a Witness.
