Arrested Roosevelt Man Had Over 8000 Items Of Child Pornography On Phone

A Roosevelt man was arrested last week after a search of his phone revealed over 8000 Child Sexual Abuse Material items. According to the Affidavit of Probable Cause,
in February of 2024, the National Center for Missing and Exploited Children received a tip of a user uploading files containing child pornography. The tip identified content stored by Brandon Dowell in Google Photos. The investigation was forwarded to the Utah Attorney General’s Office and then assigned to the Roosevelt Police Department before finally being assigned to the Duchesne County Sheriff’s Office.
Surveillance was performed at the suspect’s home in July 2025 to confirm that he still resided there and it was found that he did. Last week on October 23rd, a search warrant was served on the residence at 451 South Roosevelt Circle in Roosevelt and 27-year-old Brandon Francis Dowell was taken into custody.
“A search of Brandon Dowell’s cellular phone was conducted and over 8000 Child Sexual Abuse Material items were recovered. During a search where Brandon Dowell resides, several child sex dolls were located in his possession.
At the Duchesne County Sheriff’s Office, an interview was conducted with Brandon Dowell to which he admitted to downloading and possession of the CSAM items.
Brandon Dowell is charged with twenty-seven 2nd Degree Felonies for Sexual Exploitation of a Minor and five 3rd Degree Felonies for Distributing or Purchasing a Child Sex Doll.”
