Woman Pulled Over For Speeding Hands Minor Joint To Throw Out Window

A Fort Duchesne woman is facing charges after being pulled over for speeding on July 23rd. According to the Probable Cause Statement, the officer could smell marijuana while approaching the vehicle. The officer asked about the smell and the driver stated that she was smoking a joint and handed the joint to a 17-year-old passenger and told the teen to throw it out of the vehicle. There was also a 4-year-old passenger in the vehicle. The driver, 43-year-old Francisca Toni Accawanna, showed positive for alcohol on a Preliminary Breath Test and admitted to drinking beer earlier in the day. Accawanna was arrested and other marijuana was located in the vehicle. She does have a Medical Marijuana Card but that still does not allow marijuana to be ingested through smoking a joint. Accawanna is charged with 2 counts of 3rd Degree Felony Endangerment of a Child and Misdemeanor charges, including Throwing Lighted Material from a Vehicle, Contributing to the Delinquency of a Minor, Alcohol Restricted Driver, as well as other infractions.
