Governor Gary Herbert is signing an executive order today that many consider long overdue. The executive order establishes a review process for new administrative rules within the Governor’s office and “creates a uniform fiscal analysis tool for use by agencies as they perform the statutorily required fiscal impact analysis to businesses and the public.” Among the greatest aims of the order is to increase and improve coordination of the executive state agencies, the Division of Administrative Rules, the Governor’s Office and the Governor’s Office of Economic Development. A similar order was issued by the Governor in 2011 but today’s executive order establishes an enhanced review process.
